Don't know if there was any announcement of an official date, but today would be a lousy day for it. Disney CRO has been really fighting phone lines and such today. Our agency has access to a preferred line to call in for reservations, and today it has been inaccessible at times, and at other times the lines have been crossed (WDW/DLR/DCL). The issues have been storm-damaged lines, we were told.

I think that if they do this right, as in prevent people from making reservations for the same time at different locations, then this could be a real help for ADR's in the parks.

That's good to hear. Does it still "allow" you to make reservations at the same time? I can't imagine how many folks make more than one just in case they feel like eating somewhere different at the actual time..

I think it should be longer than a hour, lets say you knew you were going to Epcot for the day you could book 3 reservations each a hour apart around World Showcase and just use the one your nearest to at the time you want to eat. This is a good idea just needs fine tuning.
