On formal night, the captain will be in the lobby during the cocktail party. You will have an opportunity to meet him, shake his hand, and have a photo taken (for purchase later at Shutters)
Don't count on conversation, though, the lines are usually long, and you are shuffled through quickly.
Also, Castaway Club members (returning cruisers) have an opportunity to meet the captain and senior officers at the repeat cruisers party. DCL has very, very many repeat cruisers, so this party is packed, you will get an introduction by a CM a handshake and get shuffled along here also.
At the repeat cruisers party, the captain will get up and give a talk welcoming everyone back, and sometimes hinting about the future of DCL- whatever he has been approved to say by the Big Cheese, I suppose.
Take the tour of the bridge you mite meet the Capt. there also the Capt has partys and dinners during the trip.
I've done the bridge tour on DCL, you are actually brought onto a catwalk that is over the bridge, so you don't get near the equipment or the officers on the bridge, but you do get a very good view. The tours are done on a port day, so chances are very good that the captain will not be on the bridge during the tour.
Your best chance for a meet is at the Castaway Club reception, or to take a photo with him on formal night.
I agree with Mary, we also saw the captain walking freely in the lobby during a few other nights as well. Make sure you check out his photo, so if you spot him you can say hello. The CM's onboard are just as nice as in the parks.
